Water quality

This year it was pointed out to me that many of the resorts and guest houses on the islands and bays in Thailand had sewage collection systems that were failing. Often the sewage from bungalows is collected in sesspools that are just concrete rings buried in the ground where the natural bacteria breaks down the solids and the liquids leach into the soil. When those get full they fail to work properly and overflow or smell. In crowded resorts near the sea the liquids leach into the sea and bays where we like to swim. Since there are very few services available to pump out those sesspools and treat it properly the resort owners pump out or drain the sesspools into the bays and ocean and streams usually at night.
I have heard many people complaining of strange bacterial skin, ear, and eye infections that could very possibly be coming from swimming in water polluted by sewage.
Does anyone have any information about water testing being done in Thailand tourist areas?
